CONSTRUCTION
TARGETED BUSINESS (TB)
Disadvantaged small businesses have an
advantage to apply for Targeted
Group/Economically Disadvantaged small
business certification through the Minnesota
Office of State Procurement (OSP).
The City of Rochester and DMC invite
construction businesses in Fillmore County
to a virtual (MS Teams) meeting to learn more
about upcoming projects and TG/ED
certification on Thurs., Sept. 9, 1 – 2:30 p.m.
Julio Molina is helping us host a
Hispanic/Latin American construction
entrepreneur workshop on Thurs.,
Oct. 7, 10:30 a.m. - 2:30 p.m. (see attached)

Perkins & Will is being contracted by the City of Rochester and Destination
Medical Center to develop conceptual designs for a new 6th Street bridge over
the Zumbro River in downtown Rochester. A subcontract for close to 8% of the
total contract is with a MBE (Asian-Pacific American), EVS, Inc., for land
surveying and coordination with other design disciplines.

SOM (Skidmore, Owings & Merrill), a firm working on the Rapid Transit
project, contracted with GWEN GROSSMAN LIGHTING DESIGN, a Chicago-
based woman-owned lighting design company. Gwen Gossman and her all-
women team worked 128.5 hours of on the Rapid Transit project this summer.
Gossman has won lighting design awards and has been featured in
publications such as LD & A, Architect Magazine, and Great Lakes by Design.
In June, Rochester was announced as a Bloomberg
2021 Global Mayors Challenge Champion City,
one of 50 cities out of over 600 applicants worldwide.
Focusing on economic recovery and growth, the City
hopes to address health, income, and labor disparities
deepened by COVID-19, for Black, Indigenous,
and People of Color (BIPOC) women.
Over 2,000 construction jobs are generated annually
by Destination Medical Center (DMC) development.
To ensure Rochester’s growth over the next 20 years
benefits the people of our community equitably

Summer Intern on
North Broadway Project
University of Wisconsin-Platteville majoring in
Civil Engineering, worked as an intern with the
City of Rochester this summer on the North
Broadway project. She was working on-site
this beautiful August day. We wish her the
best as she heads back to school this fall.
