TARGETED BUSINESS (TB)
The City of Rochester wants to help your
company learn how to achieve workforce
participation goals. The main purpose of the
Diversity, Equity and Inclusion (DEI)
Professional Development survey is to
better understand construction companies’
interest in professional development for
management/leadership. To complete the
short 3-minute survey, click here.
Preliminary survey results indicate that
31% of companies never meet the
workforce participation goal for women and
35% never make the workforce participation
goal for minorities. Lack of trained women
and minorities was reported as the top
reason why companies aren't meeting these
workforce participation goals.

Targeted Business Contracts
On Monday, October 18, Rochester City Council
approved bids for contracts on Discovery Walk
project, including $345,000 in Targeted Business (TB)
subcontracts, 4% of total.
Diversity, Equity and
Inclusion Professional
Development Survey
The City of Rochester and Workforce
Development, Inc. (WDI) invite your
company to engage in planning highway and
heavy (HH) construction trades readiness
training for women, minorities and
disadvantaged people. The free training will
be funded by a $100,000 MnDOT grant
awarded to WDI earlier this year. We want
contractors to be involved in selecting
training participants, planning curriculum,
training, interviewing and hiring.
We invite contractors and union
representatives to join the HH construction
readiness training planning discussion on
Thursday, November 18 from 8-9 a.m. Click

We are also scheduling one-on-one
meetings with contractors to better
understand how to prepare workers for

Help Plan Free Training
for Women and Minorities
Gamble Associates, an urban design and planning firm based in Cambridge, Mass.,
has been selected to work with the City of Rochester to develop a Riverfront Small
Area Plan. Their proposal includes a subcontract with NEOO Partners Inc. for more
than 20% of the total contract.
NEOO will be leading public engagement and handling the market analysis/
proforma. They are located in St. Paul, Minn. and are certified with the Minnesota
Office of State Procurement as a Targeted Group (Black) owned and operated company.

Fowler & Hammer Inc. was awarded the General Contractor scope. Their
proposal includes 2% TB contracts. Premier Electrical submitted a proposal
with 4% TB contracts and Pember Companies (earthwork) submitted 5% of
their proposal with TB subcontracts.
The landscape scope for Discovery Walk will be rebid in January 2022. Local
certified women and minority-owned companies are encouraged to bid on the
whole scope or as subcontractors to previous bidders. For more information
