RESOLUTION
Advancing the Accelerated Investment Model for Park Levy Investment.
WHEREAS, the Park Master Plan creates a long term vision for the park system with an
estimated implementation cost of $100,000,000; and
WHEREAS, many funding strategies and collaborations will be needed to realize the vision
of the Park Master Plan; and
WHEREAS, the community voted in 2020 to approve $2,000,000 in annual funding to
support the needs of the park system; and
WHEREAS, the Park Board provided a recommendation outlining specific projects reflecting
substantial community engagement.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Rochester
approves moving forward with the accelerated investment model for park levy featuring the
projects attached in Exhibit A; and
BE IT FURTHER RESOLVED, that advancing the accelerated investment model is
conditioned on finalizing of abatement bonds to support the project; and
BE IT FURTHER RESOLVED, that City staff will bring back a Capital Improvement Project
amendment reflecting the proposed approach to Park Levy investment; and
BE IT RESOLVED by the Common Council of the City of Rochester that specific project
approval is required by the City Council for the following projects after further community
engagement, design, and projection of operational expenses:
1. Soldier’s Field
2. Silver Lake
3. Silver Lake Station or 125 Live build-out
