HomeMy WebLinkAboutResolution No. 072-22 - Resolution - 2022 All Hazard Mitigation Plan Update and Grant Acceptance RESOLUTION Authorizing Participation in Planning Process and Execution of Sub-Grant Agreement. WHEREAS, the Minnesota Emergency Management Act of 1996 places responsibility upon each political subdivision to establish a local organization for emergency management, including appointment of a director to organize, administrate, and operate the local organization under the direction and control of the Mayor and Common Council; and WHEREAS, the Disaster Mitigation Act of 2000 establishes a framework for the development of a single jurisdictional hazard mitigation plan; and WHEREAS, the City of Rochester coordinated an initial all hazard mitigation planning process as established under the Act; which resulted in the approved City of Rochester All Hazard Mitigation Plan (AHMP) in 2017; and WHEREAS, the Act requires the plan be updated every five years and the next update is due in 2022; and WHEREAS, the Act as part of the planning process requires public involvement and local coordination among neighboring local units of government and business; and WHEREAS, the plan must include a risk assessment including past hazards, hazards that threaten the city, maps of hazards, an estimate of structures at risk, estimate of potential dollar losses for each hazard, a general description of land uses and future development trends; and WHEREAS, the plan must include a mitigation strategy including goals and objectives and an action plan identifying specific mitigation projects and costs; and WHEREAS, the plan must include a maintenance or implementation process including plan updates, integration of plan into other planning documents and how the city will maintain public participation and coordination; and WHEREAS, approval of the AHMP update will continue the City’s eligibility to receive Hazard Mitigation Assistance grants as they become available. NOW, THEREFORE, BE IT RESOLVED by the City of Rochester Common Council that the City of Rochester will enter into a sub-grant agreement with the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management for the program entitled Hazard Mitigation Assistance (HMA) for the update of the City of Rochester All Hazard Mitigation Plan (AHMP). BE IT FURTHER RESOLVED by the Council that the Mayor and City Clerk are hereby authorized and directed to execute this resolution, the sub-grant agreements, and any amendments thereto as are necessary to implement this plan on behalf of the City of Rochester.
