RESOLUTION
Approving Growth Management Map Amendment No. CD2022-001GMMA to change the
designation of a 39-acre property from the “Urban Expansion Beyond 2050” to the
“Near Term Urban Expansion.”
WHEREAS, On April 2, 2018, the Rochester City Council adopted the Planning 2 Succeed:
Rochester Comprehensive Plan 2040 (P2S 2040); and
WHEREAS, the adoption of the P2S 2040 recognized a Growth Management Strategy for the
City of Rochester by identifying which areas will potentially be affected by future edge growth;
and
WHEREAS, the growth management map identifies both developed as well as fringe suburban
and agricultural areas that could accommodate urban development over the next 30 to 50 years,
predicated on the provision of services such as sanitary sewer and water systems, storm sewer
systems, upgraded transportation system, parks and other utilities in these areas; and
WHEREAS, the Common Council of the City of Rochester by enactment of Resolution No. 255-
21 on November 16, 2021, duly adopted an Update to "Growth Management Map" of the P2S
2040 Comprehensive Plan; and
WHEREAS, the Planning Commission, after published notice, held a public hearing on March
23, 2022, and recommended approval of the Growth Management Map Amendment; and
WHEREAS, the Common Council, after published notice, held a public hearing on April 18,
2022, on the matter of the proposed amendment to said "Growth Management Map;" and
WHEREAS, the Council determined that the application did satisfy all of the criteria applicable
to amendments of the Growth Management Map, based upon the findings of fact proposed by
the Community Development.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester that
the "Growth Management Map" as updated November 18, 2021, is hereby further amended by
changing the designation on the following-described property from the “Urban Expansion
Beyond 2050” designation to the “Near Term Urban Expansion” designation:
That part of the Northeast Quarter of Section 22, Township 106 North, Range
14 West, Olmsted County, Minnesota, more particularly described:
Beginning at the southwest corner of said Northeast Quarter; thence North 00
degrees 19 minutes 11 seconds West (Note: All bearings are based on the
Olmsted County Coordinate System, NAD'83, Adjusted 1996) along the west
line of said Northeast Quarter, 653.18 feet; to the southwest corner of ECHO
RIDGE, according to the plat there of on record at the Olmsted County,
Minnesota recorder's office; thence North 89 degrees 33 minutes 30 seconds
East, along the south line of said ECHO RIDGE, 1200.33 feet; thence North 89
degrees 25 minutes 59 seconds East, along the south line of said ECHO
RIDGE, 443.82 feet; thence North 89 degrees 37 minutes 44 seconds East,
along the south line of said ECHO RIDGE, 5.86 feet to a point on the west line
of Outlot C of GREYSTONE, according to the plat there of on record at the
Olmsted County, Minnesota recorder's office; thence South 00 degrees 19
minutes 23 seconds East, along said west line of Outlot C, 14.17 feet to the
southwest corner of said Outlot C; thence North 89 degrees 40 minutes 37
seconds East, along the south line of said Outlot C, 981.25 feet to a point on
the east line of said Northeast Quarter; thence South 00 degrees 14 minutes
40 seconds East, along said east line, 636.68 feet to the southeast corner of
said Northeast Quarter; thence 89 degrees 31 minutes 51 seconds West, along
the south line of said Northeast Quarter, 2630.43 feet to the Point of Beginning.
Containing 39.09 acres, more or less and subject to any easements and
restrictions of record.
BE IT FURTHER RESOLVED that a certified copy of this resolution shall be maintained in the
office of the Community Development Department of the City of Rochester and shall be available
for public inspection.
BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to file a certified copy of
this resolution in the office of the County Recorder in and for Olmsted County, Minnesota.
