RESOLUTION
Adopting a Resolution Reinstituting the Parameters of the Original Establishing
Resolution for the Outside Agency Oversight Committee and Replacing Resolution
No. 104-21.
WHEREAS, on January 17, 2018, the Common Council adopted Resolution No 036-18
establishing a Rochester Outside Agency Oversight Committee (“Committee”). The
Committee consists of three councilmembers as appointed by the Council. The Committee
shall appoint a Chair and Vice Chair; and
WHEREAS, on May 17, 2021, the Common Council adopted Resolution 104-21, granting
the Committee approval to implement a Community Funding Program (“Program”), requiring
outside agencies to engage in an application process through the committee to receive
program and/or facility funds; and
WHEREAS, the City has historically allocated funds within a limited scope, where the
receiving agency either operated within a City-owned facility, or provided a service that the
City would otherwise directly provide; and
WHEREAS, the Program inspired an unintended abundance of applications, many of which
fell outside of the aforementioned scope; and
WHEREAS, during the 2021 council discussions of the budget, the Council and Committee
members affirmed that the Program did not prove helpful and should not be repeated; and
WHEREAS, on May 25, 2022, the Committee unanimously approved recommending the
Common Council reinstitute the original Establishing Resolution (No. 036-18) for the
Committee with the purpose of removing the Community Funding Application process
implemented in 2021.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester
that the Council hereby adopts the following original establishment clauses for the Outside
Agency Oversite Committee:
The Committee’s purpose is to:
1. Review all matters necessary to understand the long-term sustainability of those
outside agencies whose level of funding received from the City is equal to or greater
than $100,000 (or a minimum of 60 percent of the entity’s annual operating budget)
and/or the agencies operate in a City-owned facility (building); and
2. Make recommendations to the Common Council on those matters and issues as the
Committee sees fit as they relate to the level of City funding and use of City-owned
facilities.
BE IT FURTHER RESOLVED that the Committee has no authority to make final decisions
on any matter and only acts in an advisory capacity to the Common Council and all other
City officials.
BE IT FURTHER RESOLVED that the Committee may adopt its own rules to govern its
meetings and procedures. The rules must be consistent with the City’s Home Rule Charter
and the Rochester Code of Ordinances.
BE IT FURTHER RESOLVED by the Common Council of the City of Rochester that due to
the importance of the services provided by each outside agency and the City’s annual
resource investment in each outside agency, all meeting agenda packets and material
received by the Committee will be provided to the entire Common Council and Mayor.
