HomeMy WebLinkAboutResolution No. 216-22 - Resolution - Cooperative Agreement with Olmsted County for the Acquisition and Use of an Armored Rescue Vehicle RESOLUTION Authorizing Execution of a Cooperative Agreement with Olmsted County for the Acquisition and Use of an Armored Rescue Vehicle. WHEREAS, the Rochester Police Department (RPD) and Olmsted County Sherriff’s Department (the “parties”) jointly operate an Emergency Response Unit (ERU) to conduct critical incident operations and promote the safe resolution of complex public safety incidents; and WHEREAS, the ERU currently has an armored rescue vehicle, the Peacekeeper, which was acquired in 1997, is now outdated and has unknown ballistic capabilities; and WHEREAS, in the best interests of public safety, the safety of officers, and general fiscal responsibility, the Rochester Police Department (RPD) requests to enter into a cooperative agreement to jointly acquire and use a new armored rescue vehicle with the Olmsted County Sheriff’s Department; and WHEREAS, the armored vehicle would be used for ballistic protection for officers and community members during active shooter incidents, high-risk warrants, barricaded person scenarios, hostage incidents, and to generally save lives; and WHEREAS, the armored vehicle additionally is useful for driving over rough terrain in a disaster, assisting other agencies with highly threatening and critical incidents, transporting officers safely to and from critical incidents and to deliver equipment, supplies, and necessities during high-risk operations; and WHEREAS, the parties would share the cost of purchasing and maintaining a new armored vehicle for use by the ERU in response to critical incidents within the City of Rochester and Olmsted County and as necessary to provide mutual aid as authorized by Minnesota Statute. NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Rochester authorizes the acquisition of the armored vehicle and the execution of the cooperative agreement with the Olmsted County. BE IT FURTHER RESOLVED that the County will purchase the vehicle and the City will reimburse the County for 50% of the total cost paid by the County no later than January 1, 2025, in an amount not-to-exceed $200,000. BE IT FURTHER RESOLVED that the Chief of Police is authorized to execute the agreement and any amendments thereafter in conjunction with the Mayor and the City Clerk on behalf of the City of Rochester.
