HomeMy WebLinkAboutResolution No. 024-150 024-15 K RESOLUTION RESOLUTION IN SUPPORT OF LEGISLATION AMENDING THE DESTINATION MEDICAL CENTER LAW WHEREAS, the 2013 Minnesota Legislature passed the Destination Medical Center Law ("DMC Law") as an innovative economic development initiative to secure Minnesota's status as a global medical destination now and in the future; and, WHEREAS, following the enactment of the DMC law, the City of Rochester, the Destination Medical Center Corporation, and the DMC Economic Development Authority have worked diligently to implement the Law's provisions; and, WHEREAS, as part of the implementation of the DMC Law, it has become obvious that there is a need for several small amendments to the DMC Law so that the Law's goals and objectives can be met consistent with the Minnesota Legislature's expectations; and, WHEREAS, the City of Rochester seeks to implement these legislative amendments to •the DMC Law as quickly as possible in order to keep the Destination Medical Center initiative on a fast track for implementation. NOW, THEREFORE, BE IT RESOLVED by the City of Rochester Common Council that the City of Rochester supports the following legislative amendments to the DMC Law: 1. Revise the DMC Law so as to clearly state that the calculation of "qualified expenditures" needed in order to receive State Infrastructure Aid shall occur using a "cumulative" rather than "annual" approach; 2. Revise the DMC Law so as to clearly state that the City's costs incurred in preparing, planning, and modifying the DMC Development Plan constitute "public infrastructure project costs" and, as such, are eligible for 100% credit towards the City's required $128 million local matching contribution; 3. Revise the DMC Law to permit all of the local sales tax DMC funding options to be used to pay for "administrative and operating costs" as well as for "public infrastructure project costs." 4.
