Home My WebLink AboutResolution No. 021-23 - Resolution - Recognizing Online Feed as Official Livestream RESOLUTION Recognizing the online feed as the official City Council Meeting Livestream. WHEREAS, City Teammates recommend that the online feed (via the City Council Agenda Management webpage and/or the City of Rochester, MN YouTube channel) be considered as the official livestream; and WHEREAS, City Council meetings will continue to live broadcast (when the meeting is hosted in the Council Chambers) and re-broadcast to the City’s government access cable channel; and WHEREAS, Study Sessions will be broadcast live on cable and livestreamed to our online feeds when the meeting is hosted in the Council Chambers. Study Sessions that are hosted in a space that does not have the capability to broadcast live to cable and/or livestreamed to our online feeds will be recorded, re-broadcast to the government access channel, and archived. Exceptions to recording may occur for experiential study sessions and or learning sessions (for example: tours), they will remain open to the public, and be recorded if possible; and WHEREAS, shifting away from the live cable feed gives us more flexibility in recording and streaming meeting in locations other than the Council Chamber. WHEREAS, adjusting this policy to prioritize the online feed allows us to troubleshoot more effectively during meetings and if technical issues arise, online/digital feed availability will be prioritized; and WHEREAS, additionally, if issues with the cable broadcast arise, we will continue to contact the vendor and troubleshoot in as timely a fashion as is possible; and WHEREAS, City Council supports the recommendation to recognize the online feed as the City Council Meeting livestream. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester that the City Administrator will direct staff to update the Transparency Act of 2019 to reflect the online feed as the City Council Meeting Livestream.
