HomeMy WebLinkAboutResolution No. 042-13• RESOLUTION RESOLUTION RELATING TO ECONOMIC DEVELOPMENT PARTNERSHIP BETWEEN THE: CITY OF ROCHESTER AND MAYO CLINIC ON THE DESTINATION MEDICAL COMMUNITY CENTER INITIATIVE WHEREAS, one of the most important roles and responsibilities of the City is to enhance the City of Rochester's ability to attract and retain jobs in order to provide income for individuals and families to live, work, and thrive in our City; and, WHEREAS, for over 100 years, the City has worked both directly and indirectly in partnership and cooperation with the Mayo Clinic, as the City's largest employer, to provide the appropriate and needed public infrastructure for the safety, health, and enjoyment of both Mayo Clinic employees, visitors, and patients, and for our citizens; and, WHEREAS, the entire State of Minnesota and the surrounding area receive great benefits from both the infrastructure provided by the City and the employment and economic benefits derived from Mayo Clinic; and, WHEREAS, it has been estimated that more than 56,000 workers commute daily to Rochester frqm throughout Minnesota and surrounding states fqr their employment; and, WHEREAS, the City and Mayo Clinic have reached a critical juncture in our cooperative efforts to provide employment and increased economic vitality to the State in light of increased competition in other States and countries for medical visitors and patients; and, WHEREAS, Mayo Clinic remains committed to retaining, enhancing, and increasing its position as Rochester's and Minnesota's leading private employer through potential new investments in its facilities estimated at over $3.5 billion; and, WHEREAS, such continued investments would substantially increase employment in Rochester and the surrounding area, and would be one of the most significant economic development investments in the history of Minnesota; and, WHEREAS, Mayo Clinic's and other resultant private companies' major investments of private funds will create significant demands for infrastructure investments and improvements from the City of Rochester as well as enhancements and improvements to attract and retain medical personnel; and, WHEREAS, the increased investments from Mayo Clinic and other private companies in Rochester will greatly enhance and increase tax revenues for the State of Minnesota and local jurisdictions; and, WHEREAS, 'it is both appropriate and necessary for the State of Minnesota, to assist the City in making the significant community infrastructure investments that will be necessary to allow and accommodate this increased growth in employment, visitors and patients; and, WHEREAS, the State of Minnesota should be a strong partner for the City and Mayo Clinic in our cooperative efforts to increase employment and tax base for the State, area, and the City; NOW, THEREFORE, BE IT RESOLVED by the City of Rochester Common Council that the City of Rochester supports and pledges to assist the Mayo Clinic in advancing the Destination Medical Center Initiative both locally and at the State. BE IT FURTHER RESOLVED that the City of Rochester supports legislation to create the Destination Medical Center Initiative in State law and to establish a public authority and structure to facilitate the utilization of funding provided.
