HomeMy WebLinkAboutResolution No. 135-13/35-/3 c l 0 RESOLUTION BE IT RESOLVED by the Common Council of the City of Rochester that the City approve of and execute a grant application for hazard mitigation assistance. BE IT FURTHER RESOLVED that the City approve of and execute the Resolution Authorizing Participation in Planning Process and Execution of a Sub -Grant Agreement. BE IT FURTHER RESOLVED that the City approve of and execute the Letter of Commitment of Funds. BE IT FURTHER RESOLVED that the City approve of the Statement of Interest in All Hazard Mitigation Planning and direct the Emergency Management Director to execute the document. WHEREAS, the Minnesota Emergency Management Act of 1996 places responsibility upon each political subdivision to establish a local organization for emergency management, including appointment of a director to organize, administrate, and operate the local organization under the direction and control of the Mayor and Common Council; and, WHEREAS, Chapter 14A of the Rochester Code of Ordinances established an Office of Emergency Management within the Rochester Fire Department for. the purpose of coordinating all emergency and disaster mitigation, preparedness, response and recovery activities, including identification of mitigation opportunities within the City. and authorized the Mayor to appoint an Emergency Management Director who shall have responsibility for the organization, administration, and operation of the office, subject to the direction and control of the City Administrator and Common Council; and, WHEREAS, the City of Rochester is participating in a hazard mitigation planning • process as established under the Disaster Mitigation Act of 2000; and, WHEREAS, the Act establishes a framework for the development of a single jurisdictional hazard mitigation plan; and, WHEREAS, the Act as part of the planning process requires public involvement and local coordination among neighboring local units of government and business; and, WHEREAS, the plan must include a risk assessment including past hazards, hazards that threaten the city, maps of hazards, an estimate of structures at risk, estimate of potential dollar losses for each hazard, a general description of land uses and future development trends; and, WHEREAS, the plan must include a mitigation strategy including goals and objectives and an action plan identifying specific mitigation projects and costs; and, WHEREAS, the plan must include a maintenance or implementation process including plan updates, integration of plan into other planning documents and how the city will maintain public participation and coordination; and, WHEREAS, the draft plan will be shared with the State of Minnesota and the Federal Emergency Management Agency (FEMA) for coordination of state and federal review and •comment on the draft; and, WHEREAS, approval of the all hazard mitigation plan will make the city eligible to receive Hazard Mitigation Assistance grants as they become available. NOW, THEREFORE, BE IT RESOLVED by the City of Rochester Common Council that the City of Rochester City of Rochester will enter into a sub -grant agreement with the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management for the program entitled Hazard Mitigation Assistance (HMA) for the development of the City of Rochester All Hazard Mitigation Plan (AHMP). BE IT FURTHER RESOLVED by the Council that the Mayor and City Clerk are hereby authorized and directed to execute this resolution, the sub -grant agreements, and any amendments thereto as are necessary to implement this plan on behalf of the City of Rochester.
