HomeMy WebLinkAboutResolution No. 359-13• RESOLUTION WHEREAS, the City established the Water Quality Protection Program ("WQPP") on December 21, 1998, to provide safe, reliable, and affordable public water supply and sewage disposal to existing homes within the City and the surrounding townships; and WHEREAS, a property owner choosing to not participate in the WQPP but later connecting to City sewer and water services would be subject to future Sanitary Sewer and Watermain Connection Charges, and Sewer and Water Service Connection Charges plus an annual adjustment on August first of each year based on the change to the Engineering News Record ("ENR") Construction Cost Index as measured in the Minneapolis/St. Paul area during the previous 12 months; and, WHEREAS, City staff has determined that, after ten years of annual ENR adjustments to the Charges for a property owner to make connection to City sewer and water services, the final cost to the property owner would be prohibitive; and, WHEREAS, annual ENR adjustments greater than ten years does not make it economically feasible for an undeveloped property to connect to City sewer and water services, and does not encourage infill development. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of is Rochester that the City does hereby adopt a cap on the annual ENR adjustments for WQPP sanitary sewer and watermain extension projects. The ten year annual ENR adjustment cap shall apply to Sanitary Sewer and Watermain Connection Charges, and Sewer and Water Service Connection Charges.
