RESOLUTION
WHEREAS, the City of Rochester is called upon by Minnesota Law, Home Rule
Charter, City Ordinance, City contract, a joint powers agreement, or by invitation to cause the
appointment of members of the City of Rochester Common Council to be appointed to various
state, city or private boards, commissions, committees, or other entities; and
WHEREAS, the Common Council* wishes to identify the process whereby these
appointments are made and adopts this Resolution in order to do so.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Rochester that the Council President shall nominate and the Common Council shall appoint
councilmembers to the following boards, commissions, committees, or other entities as
required by state law:
1. Board of Equalization (three appointments)
2. Housing and Redevelopment Authority (one appointment)
• 3. Destination Medical Center Corporation (one appointment)
BE IT FURTHER RESOLVED by the Common Council of the City of Rochester that the
Council President shall nominate and the Common Council shall appoint councilmembers to
the following boards, commissions, committees, or other entities as required by the City's
Home Rule Charter:
1. Public Utility Board (one appointment)
BE IT FURTHER RESOLVED by the Common Council of the City of Rochester that the
Council President shall nominate and the Common Council shall appoint councilmembers to
the following boards, commissions, committees, or other entities as required by City
ordinances or policies:
1. Energy Commission (one appointment)
2. Rochester Amateur Sports Commission (one appointment)
3. Airport Commission (one appointment)
4. Personnel Advisory Committee (three appointments)
BE IT FURTHER RESOLVED by the Common Council of the City of Rochester that the
Council President shall nominate and the Common Council shall appoint councilmembers to
the following boards, commissions, committees, or other entities as required by a City contract
or joint powers agreement:
1. Rochester Olmsted Council of Governments (four appointments)
2. Planning Administrative Services Committee (two appointments)
BE IT FURTHER RESOLVED by the Common Council of the City of Rochester that, in
response to a request or invitation, the Council President shall nominate and the Common
Council shall appoint a councilmember to a board, commission, committee, or other entity that:
(1) operates within a City-owned facility; or (2) receives significant public funds. For purposes
of this resolution, the phrase "significant public funds" shall mean funding provided by the City
as part of an ongoing contract for services requiring the entity to fulfill obligations to the public
where the amount of City funding constitutes either a minimum of 60% of the entity's annual
operating budget or is not less than $100,000.
