RESOLUTION
WHEREAS, criminal justice system representatives from both the City of Rochester and
Olmsted County have approached the City of Rochester Common Council and the Olmsted
County Board seeking the joint creation of the Criminal Justice Coordinating Commission
("CJCC"); and
WHEREAS, the CJCC will be composed of City, County, Public Defender, and Third
Judicial District criminal justice representatives; and
WHEREAS, the principal mission of the CJCC is to study the Olmsted County Criminal
Justice System, identify deficiencies, and formulate policy, plans, and programs for change
when opportunities present themselves. In addition, the CJCC's mission is to communicate
and present planning, financial, operational, managerial, and program recommendations to the
agencies represented on the CJCC; and, '
WHEREAS, the CJCC is committed to provide coordinated leadership necessary to
establish cohesive public policies which are based on research, evaluation and monitoring of
policy decisions and program implementations. The CJCC is committed to innovative
programs for adult and juvenile offenders. Through a coordinated planning effort,
,corrections
CJCC reviews, evaluates, and makes policy recommendations on vital criminal justice system
issues; and,
WHEREAS, the Olmsted County Board has indicated its willingness to create the CJCC
jointly with the City; and,
WHEREAS, the City's Common Council wishes 'to formally act to establish, in
conjunction with the Olmsted County Board, the CJCC and adopts this Resolution in order to
do so.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Rochester that the City of Rochester does hereby establish, in conjunction with the Olmsted
County Board, the CJCC.
BE IT FURTHER RESOLVED that the Common Council directs City criminal justice
system representatives to fully participate in and to assist the CJCC to the extent possible.
