A RESOLUTION AMENDING THE COMPREHENSIVE PLAN OF THE CITY OF
ROCHESTER, MINNESOTA, TO INCLUDE THE 2012 ROCHESTER AREA BICYCLE
MASTER PLAN AS A SUPPLEMENT TO THE ROCOG 2040 LONG RANGE
TRANSPORTATION PLAN TO GUIDE FUTURE BICYCLE DEVELOPMENT IN THE CITY OF
ROCHESTER.
WHEREAS, the Rochester-Olmsted Council of Governments (ROCOG) was organized
in 1972 as the recognized Metropolitan Planning Organization under the United States Code
of Federal Regulations to prepare and adopt regional transportation plans for the Rochester,
Minnesota, urbanized area; and,
WHEREAS, a comprehensive long range transportation facilities and services plan
incorporating major thoroughfares, bicycle facilities and pedestrian, truck route and transit
plans would best serve the planning needs of the City of Rochester; and,
WHEREAS, the City of Rochester has historically recognized the ROCOG Long Range
Transportation Plan as the primary guide to the development of major highway and non-
motorized facilities in the urbanized area of the City of Rochester; and,
WHEREAS, ROCOG has prepared the ROCOG 2040 Long Range Transportation Plan,
and adopted on August 6, 2010, a report that identifies long term investment needs related to
the multi-modal transportation system serving the City of Rochester, along with management
and development guidelines for preserving the infrastructure, improving safety, providing
system connectivity, providing an appropriate balance between access and mobility, and
supporting the economic development and growth goals of the city; and,
WHEREAS, ROCOG has endeavored to reflect the interests of the City of Rochester,
as reflected in public input and analyses of various plans and other related planning
documents that support and implement the City of Rochester Comprehensive Plan; and,
WHEREAS, in accord with Minnesota Statutes 462.355, a public hearing to consider
adoption of the 2012 Rochester Area Bicycle Master Plan as a supplement to the ROCOG
2040 Long Range Transportation Plan to guide future bicycle development in Rochester was
conducted by the Rochester Planning and Zoning Commission on May 23, 2012, with notice of
the time and place of the public hearing published once in the Rochester Post-Bulletin, the
official newspaper of the City of Rochester; and,
WHEREAS, it is the intention of Common Council that the supplement to the ROCOG
2040 Long Range Transportation Plan be used to guide future bicycle development and
•decision-making that will serve the City's existing and long-term transportation needs, and that
it is necessary to facilitate good planning for the metropolitan area and is essential to the
health, safety and welfare of the citizens of Rochester.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Rochester that the City hereby adopts the 2012 Rochester Area Bicycle Master Plan as a
supplement to the ROCOG 2040 Long Range Transportation Plan as part of the
Comprehensive Plan for the City of Rochester, Minnesota, together with any future
amendments incorporated by future resolution as part of this plan.
