IMPROVE THE DEVELOPMENT AND PERMITTING PROCESS
WHEREAS, on March 17, 2011, the Minnesota Secretary of State informed the
City of Rochester that, based upon the filing of the certified copy of the official 2010
U.S. Census, Rochester was now a City of the First Class with.a census population of
106,769; and,
WHEREAS, Rochester is positioned for continued significant growth and
development in the coming decade and beyond that will call for positive working
relationships between our citizens, including developers and City departments; and,
WHEREAS, there is a strong desire to keep and improve the City's highest
standards and expectations in the building process by applying a continuous
improvement approach to the systems for reviewing, modifying and approving
development proposals and in this effort also reviewed best practices by visiting other
progressive cities; and,
WHEREAS, the Rochester Area Chamber of Commerce and its members, with
• funding from the Bush Foundation and the Minnesota Chamber of Commerce,
undertook a review of Rochester development and permitting process, which made a
number of recommendations for service enhancements and use of technology as a
means to improve the process in an effort to increase effectiveness and efficiency,
thereby improving customer satisfaction.
NOW THEREFORE BE IT RESOLVED that the City of Rochester Common
Council is committed to improve these permitting services in order to improve the
effectiveness and efficiency of the City of Rochester's development and permitting
process as referenced in the February 4, 2011 study results, City of Rochester
Development Services Redesign.
BE IT FURTHER RESOLVED that the City of Rochester Common Council
adopts the COMMITMENT TO SERVICE QUALITY (attached) as found in the study
results.
BE IT FURTHER RESOLVED that the City of Rochester Common Council
directs the City Administrator to begin implementing steps appropriate for Rochester in
order to improve the permitting process and to increase the effectiveness and efficiency
of that process and the working relationships and customer service skills among all
parties.
BE IT FURTHER RESOLVED that the Mayor and City Council shall, no later
than June 1, 2011 appoint and convene an 11-member task force made up of
a 4
representatives from citizens, employers, and the development community to monitor
the progress of the City's evaluation of its development process and the implementation
of recommendations to improve the effectiveness and efficiency of the development
and permitting process. The Chair of the taskforce shall be appointed by the Mayor
and City Council and shall be a neutral party unrelated to City staff or the private
development community. The task force shall report to the City Council beginning the
first council meeting in August 2011 (August 1) and continue its reporting at regular
intervals until completion of its work.
