HomeMy WebLinkAboutResolution No. 536-11 RESOLUTION A RESOLUTION IN SUPPORT OF THE EXPANSION OF THE MAYO CIVIC CENTER WHEREAS, there currently exists within the community doubt and uncertainty as to the City of Rochester's official position concerning the proposed expansion of the Mayo Civic Center; WHEREAS, the City of Rochester Common Council remains committed to the Mayo Civic Center and fully supports the proposed expansion of the Mayo Civic Center consistent with the Council's stated directives; and, WHEREAS, it is in the community's best interests for the Common Council to clearly state its position on the proposed expansion of the Mayor Civic Center and its directives as to what additional steps must occur as part of that project; and, WHEREAS, the Common Council adopts this Resolution in order to clearly state its position on this matter to all interested parties. NOW, THEREFORE, BE IT RESOLVED by the City of Rochester Common Council that the Council supports the proposed expansion of the Mayo Civic Center. BE IT FURTHER RESOLVED that the City supports the process of increasing the Lodging Tax by three percent to cover the City's portion of the Mayo Civic Center Expansion Project. The total Lodging Tax will be seven percent of which the new three percent will be the sole funding source for the Mayo Civic Center Expansion Project as well as any improvements or additions of other City-owned venues as Lodging Tax funds become available. The City supports the repeal of the one percent Lodging Tax and one percent Food and Beverage Tax that have been adopted by the Legislature, but never implemented. The City will not pay any Expansion Project expenses from a Food and Beverage tax and, instead, will rely solely upon the increase in the Lodging Tax. BE IT FURTHER RESOLVED, that all interested stakeholders will be allowed to review the current Mayo Civic Center Expansion Project plan for input on any changes or adjustments prior to construction. The City Administrator will coordinate these meetings. BE IT FURTHER RESOLVED that City agrees to hire an outside analyst, one who specializes in public facility management, to evaluate and assess the current oversight management and operation of the Mayo Civic Center. The desired outcome is Vhelp determine if the current oversight management system is the most effective and fficient in moving forward with proposed expansion in today's economic environment �or if another model should be considered. This firm should have experience in this type of assessment. The Mayo Civic Center Advisory Committee will select the outside analyst and the City will pay for the cost of the study. The selected analyst will work with the Mayo Civic Center Advisory Committee throughout the process and will share the final recommended findings directly to the City Council. This process should be completed within a twelve-month period.
