RESOLUTION
WHEREAS, the National Guard of the State of Minnesota is building a network of
communities and organizations throughout the state to support military service members who
are deployed overseas to protect the values and freedom enjoyed by the citizens of the United
States of America; and,
WHEREAS, Beyond the Yellow Ribbon Southeast Minnesota has been formed to
connect local military family members with citizens and organizations that can provide assistance
and support in various forms to family members including spouses, children and parents; and,
WHEREAS, Beyond the Yellow Ribbon Southeast Minnesota has formed a strategic
partnership with Family Services Rochester and Rochester Community and Technical College
and will seek partnerships with other organizations and businesses that can provide assistance
and support in various forms to military families to lessen their burden while a family member is
deployed to protect our country; and,
WHEREAS, Beyond the Yellow Ribbon Southeast Minnesota and its partners have
developed an action plan and submitted it for review and approval by the Minnesota National
Guard; and,

WHEREAS, Beyond the Yellow Ribbon Southeast Minnesota encourages communities
and citizens to work together to support the families of active duty military of all branches before,
during and after deployment.
NOW, THEREFORE, BE IT RESOLVED by -the Common Council of the City of
Rochester that the City acknowledges with grateful appreciation, respect and admiration the
sacrifices of military personnel and their families who sacrifice to serve our nation.
BE IT FURTHER RESOLVED that the City fully supports the efforts of the Beyond the
Yellow Ribbon Southeast Minnesota to support family members and members of service
personnel who are deployed to defend and protect the United States of America.
BE IT FURTHER RESOLVED that the'City seek to have Rochester be designated as a
Yellow Ribbon City by the Minnesota National Guard and the Governor of the State of
Minnesota.
