RESOLUTION WHEREAS, the District 6 office of the Minnesota Department of Transportation has had a long standing position that a frontage road on the west side of TH 52 between 55t" and 65t" Streets would be desirable to help alleviate traffic congestion in this area; and, WHEREAS, a possible west frontage road is bein- considered as part of the transportation studies involved in the proposed interchange at 65" Street with TH 52; and, WHEREAS, on April 8, 2010, MnDOT held an open house for area residents explaining and describing, among other items, the proposed west frontage road; and, WHEREAS, the construction of a west frontage road would mean a government entity would have to use its eminent domain authority to acquire residents' homes resulting in the required relocation of those residents; WHEREAS, the City believes any benefit achieved by the construction of the west frontage road would be far outweighed by the public costs in such a project and the significant disruption to those who currently live in the path of the road; and, 0 WHEREAS, the current Rochester Olmsted Council of Government's transportation plan does not depict a frontage road at this location. NOW, THEREFORE, BE IT RESOLVED by the City of Rochester Common Council that the City of Rochester does hereby declare its opposition to the construction. of a west frontage road along TH 52 between 65t" and 55t" Streets. BE IT FURTHER RESOLVED that the Common Council direct the City Clerk to distribute a copy of this resolution to the Commissioner of the Minnesota Department of Transportation.
