BE IT RESOLVED by the Common Council of the City of Rochester that the City approve
various parking rates for meters, ramps and lots as described in the attached "Exhibit A" and
listed under"Year 3" to be effective January 1, 2011.
BE IT FURTHER RESOLVED that Section K of the Comprehensive Traffic and
Resolutions Book, Part II, (A), (B), (D1 B), (D2) and D(3) consistent with Exhibit A, Year 3.

ON-STREET PARKING
On-street parking directly competes with off-street parking ramps and lots on the basis of location and price. It
is not uncommon for municipalities to price on-street parking according to perceived economic thresholds in
the community, rather than on the basis of value. When parking is priced base on value, the most convenient
parking located in closest proximity to demand is priced higher than the other parking alternatives. This on-
street pricing strategy encourages parking turnover in the areas of downtown that experience the greatest
levels of demand. Below is the current on-street parking rate schedule in comparison to transient parking rates
in the public ramps and lots for the some duration.

The on-street meter parking rates are priced lower than most of the off-street parking ramps, but compare
favorably to the rates charged at the city-owned parking lots. It is Walker's professional opinion that a series
of gradual rate increases could occur considering the current positioning of meter rates in comparison to off-
street alternatives.
Walker recommends that the City consider implementing the following rate plan for on-street meters:

Hotel Parking: The current overnight hotel parking rate at all public parking ramps is presently $10.00 per
vehicle per night. The hotel operators do receive a 10% discount on the nightly rate if the monthly invoiced
amount is paid within 30 days. The discount will be 5% beginning in 2009.
• Group Rates: All groups of 250 attendees or more booked through the Convention Bureau receive a special
overnight rate of $7.00 in city-owned parking ramps. The special rate is subject to annual adjustments
implemented at the discretion of the Parking Fund.
