HomeMy WebLinkAboutResolution No. 353-09 �--0 1 RESOLUTION BE IT RESOLVED by the Common Council of the City of Rochester that the City approve a meet and confer agreement with the department heads for the year 2010 concerning their employment for City of Rochester as follows: 1. The Department Heads will take up to 96 furlough hours from authorized compensation (reduction in work hours that are unpaid), as requested by the City Administrator, between October 8, 2009, and the last full pay period in December of 2010. In addition, the Department Heads voluntarily agree to suspend merit adjustments for 2010. 2. There will be a 3.0 percent base wage increase effective the first full pay period in January, 2010. 3. While on furlough leave, all other employee benefits will remain whole including vacation and sick leave accruals. Eighty hours will be added to the normal vacation maximum accrual carryover for the year ending December, 2010, to allow for the additional furlough leave time. • 4. Both the City and the employee agree to follow the Public Employees Retirement Association (PERA) laws pertaining to salary maintenance for pension purposes relative to furlough leave. 5. Personal leave days depending upon their length of employment with the City (32 hours for 0-3 years of service, 40 hours for 3-5 years of service, 52 hours for 5-10 years of service and 60 hours for 10 years or more of service). This leave is paid time off and may be taken at the department head's discretion. Personal leave must be taken in the year earned and must not be carried over into a subsequent year. 6. Eligibility to participate in the ICMA Retirement Healthcare savings account consistent with the Department Heads Meet and Confer recommendation of January 7, 2008.
