HomeMy WebLinkAboutResolution No. 354-09 RESOLUTION BE IT RESOLVED by the Common Council of the City of Rochester that the City approve a compensation package for the Rochester Public Utilities Directors' meet and confer group as well as the four Department of Human Resources employees not associated with any negotiation group. That package is valid for 2010 and includes the following: 1. Up to 96 furlough hours (reduction in work hours that is unpaid) between October 8, 2009, and December 15, 2010. There will be a maximum amount of flexibility in execution as long as 96 hours are taken in the aforementioned time period and with supervisory concurrence. The minimum amount of time to be taken on a single day will be four hours. Requests from management for record keeping requirements will be honored. 2. During the week furlough hours are taken, the FLSA exemption status will revert to non-exempt status and there will be eligibility for overtime. There will be no increase in expenses for RPU or the City as a result of the furlough program. 3. While on furlough leave, all other employee benefits will remain whole including vacation and sick leave accruals. The vacation accrual cap will be adjusted to reflect an additional 80 hours for year-end 2010 and will be returned to the two- year accrual limit in 2011. 4. There will be no step or pay-for-performance merit increases for 2010. 5. There will be a wage increase of 3% effective the first full pay period in 2010. 6. There is a reservation of right to make the employees whole for pension purposes as allowed by the Public Employees Retirement Association (PERA) laws pertaining to furlough leave.
