WHEREAS, pursuant to an advertisement for bids for the following improvement(s): Project No. 2023 Restoration of Civic Center (J2578) and Third Street (J2583) Parking Ramps, the following bids were received complying with the advertisement: Paragon Restoration II, LLC $429,671 Cy-Con, Inc $447,660 Western Specialty Contractors $525,380 Restoration Systems Inc $557,208 Restoration & Construction Services LLC $746,199.51; and WHEREAS, it appears that Paragon Restoration II, LLC. is the lowest responsive and responsible bidder. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester, Minnesota, that the bid of $429,671 is hereby accepted and execution of the standard City contract for construction with Paragon Restoration II, LLC, is authorized for the following approved local improvements: Project No. 2023 Restoration of Civic Center (J2578) and Third Street (J2583) Parking Ramps; and BE IT FURTHER RESOLVED that the City Clerk is directed to return to all bidders the deposits made with their bids, except the deposits of the successful bidder and the next lowest bidder, which shall be retained until the contract has been executed; and BE IT FURTHER RESOLVED that the bidder shall execute all contracts within ten days after the contract is ready for their signature, and if not executed by them in said time, they shall be deemed to have abandoned the same.
