HomeMy WebLinkAboutResolution No. 084-04 • RESOLUTION WHEREAS, the rare occurrence of calcareous fens and the unique character of their plant and animal communities has led to state law that classifies them as an Outstanding Resource Value Water that must receive special protection under the Wetland Conservation Act and the City's MS4 storm water permit; and WHEREAS, current information regarding the location of protected wetlands known as calcareous fens can contribute to costly delays in the development process; and, WHEREAS, cost-effective and timely methods are needed to predict the locations of calcareous fens and significant groundwater discharge sites in rapidly urbanizing areas to prevent unwitting development design decisions that could negatively impact both the development and the protected natural resources; and, WHEREAS, the Legislative Commission on Minnesota Resources has a biennial grant cycle to accept applications for natural resource related projects to be implemented between July 2005 and June 2007 that does not require an in-kind or monetary matching contribution; and, WHEREAS, the objectives of the project are to create a fen probability map; an infiltration potential map; a ground water discharge map; outreach materials for citizens, developers, consultants, and public agency staff to assist them in planning, administering, • designing, managing storm water, and constructing new developments with potential fen or ground water discharge impacts; information on fen management and monitoring; a protocol and training to identify calcareous fens; and the creation of technical guidelines to stimulate environmentally sensitive development choices that sustain ground water quality and fens; and WHEREAS, a diverse stakeholder group of public and private partners are committed to this project including Bonestroo, Rosene, Anderlik and Associates; McGhie and Betts Environmental, Inc.; the Minnesota Department of Natural Resources; the Minnesota Geologic Survey; the Olmsted County Soil and Water Conservation District; the Rochester Public Utilities and Public Works Departments; the Rochester-Olmsted Planning Department; St. Mary's University Geospatial Services Department; the US Fish and Wildlife Service; and the US Geological Survey; and, WHEREAS, the participating local units of government must provide a resolution of support for inclusion in the grant application. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester that the City does support the submittal of a cooperative grant application to the Legislative Commission on Minnesota Resources by February 20, 2003, to meet the objectives described above. y PASSED AND ADOPTED BY THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINNESOTA, THIS / DAY OF �PG>� , 2004.
