RESOLUTION
•
WHEREAS, the City is obligated to maintain and improve the condition of its water
resources; and
WHEREAS, the City can benefit from a demonstration project that assesses the
effectiveness of bio-filtration for nutrient uptake and infiltration for groundwater recharge; and
WHEREAS, the City should be a collaborator on water resource education projects that
involve surface water and groundwater issues; and
WHEREAS, the City has a need to bank wetland credits to mitigate for future wetland
impacts; and
WHEREAS, the City has an opportunity to participate in a grant proposal with Quarry Hill
Nature Center to create a wetland site that will facilitate these and other associated objectives; and
WHEREAS, through its Capital Improvement Project budget process, the City has been
planning for such a project; and
WHEREAS, the City has limited funds available through its storm water utility revenues that
can be leveraged with 50% match grant funding to achieve the desired project objectives.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester
that the City does hereby approve the submittal of a "Combined 319/Clean Water Partnership
• Grant" application to the Minnesota Pollution Control Agency by October 8, 2004, with a
commitment of$250,000 (cash) and $50,000 (in-kind) over the three-year term of the project.
