• RESOLUTION
WHEREAS, Galen and Patricia Youngkrantz applied for_ an amendment to Restricted
Development Conditional Use Permit #00-13 to allow for the expansion of the Autumn Woods
RV Park. The applicant is proposing to add 42 sites for vehicles and a bath house/conference
area facility. The recreational vehicle park is located along the east side of l lth Avenue S.W.,
south of Scenario Lane S.W., and north of loth Avenue S.W.; and,
WHEREAS, R.C.O. § 62.708, 2 (Criteria for Type III Developments — Final Development
Plan Criteria) is applicable to this request; and,
WHEREAS, the Planning Department staff suggested the following findings for each of
the ten criteria on which the Restricted Development Conditional Use Permit request is to be
evaluated:
a) Public Facility Design: Detailed construction plans and grading
and drainage plans will need to be reviewed and approved by the
City prior to development.
b) Geologic Hazard: There are no known geologic hazards on the
property that would require engineering beyond the norm.
• c) Access Effect: Access to this proposed amendment area will be
received from the existing roadway in Autumn Woods RV-Park. No
new access to 1 lth Ave. SE will be permitted.
d) Pedestrian Circulation: The original site plan accommodated
future pedestrian facilities to be,located along 1 lth Ave. SW.
e) Foundation and Site Plantings: A landscaping plan, identifying
areas of the site on which existing vegetation will be maintained
including the approximately density, type and size of trees & shrubs
to remain on-site; any new vegetation to be planted; areas to be
maintained with turf; needs to be submitted prior to development.
A 10' buffer along the southerly edge of the property, using the
existing vegetation, shall be provided for the development to
protect the Park from the industrial uses to the south.
f) Site Status: The project, as proposed, would remain under the
ownership and management of the applicant. The owner/applicant
will be responsible for maintenance of the property.

• g) Screening and Bufferyards: To the north of the proposed
expansion area is the existing RV Park. The existing RV Park is
buffered from the residential development located to the north with .
a 50 foot wide environmental along the northerly edge of the
property.
h) Final Building Design: The proposed building design is
consistent with the approved structure in Phase I relative to Height
Impact, Setbacks, and Internal Site Design.
i) Internal Circulation Areas: Plans for off-street parking and
loading areas and circulation aisles to serve these areas meet
ordinance requirements in terms of design.
j) Ordinance Requirements: The proposed development is
consistent with the requirements of the underlying zoning district for
similar uses in regards to signage and other appearance controls,
and with general standards such as traffic visibility and emergency,
access; and
WHEREAS, R.CO. §61.146 (Standards for Conditional Uses) is also applicable to this
request; and,
• WHEREAS, the Planning Department staff suggested the following findings for each of
the eight criteria on which the Restricted Development Conditional Use Permit request is to be
evaluated:
1) Access to this proposed amendment area will be received from the
existing roadway in Autumn Woods RV Park. No new access to
11t" Ave. SE will be permitted. The original site plan "
accommodated future pedestrian facilities to be located along 11tn
Avenue SW.
2) Only one additional building is proposed on-site. Except for the six-
foot public watermain and public fire hydrants, utilities will be
private (sewer and water).
3) A ten-foot buffer along the southerly edge of the property, using the
existing vegetation, shall be provided for the development to
protect the Park from the industrial uses to the south.
4) Detailed grading and drainage plans will need to be reviewed and
approved by the City prior to beginning any construction activity. A
Storm Water Management fee will apply for any areas of the

proposed development that is not served by the existing private
detention facilities constructed for phase one in 2000/2001,.
5) At this time, a full lighting plan, including illumination levels at the
property lines, has not been submitted. This information will be
required prior to development.
6) Emergency vehicle access will be provided, according to the site
plan. Public water main and hydrants are also shown on the Plan.
Final utility design and hydrant locations will need to be approved
by the City prior to development.
7) N.A.
8) This application is being considered through the Restricted
Development Conditional Use Permit process. The Property is
zoned M-1. Campgrounds and Trailering (including RV Parks) is a
use category permitted in the B-4 (General Commercial) district.
The applicant used the standards applicable to Campgrounds and
Trailering within the B-4 district as a guide for the Restricted
Development Permit application. Since this use is not a permitted
use type within the M-1 (Mixed Commercial Industrial) district, the
use is being considered through the Restricted Development
• Conditional Use process; and,
WHEREAS, on January 12, 2005, the Rochester Planning and Zoning Commission held a
public hearing on the requested amendment to Restricted Development Conditional Use Permit,
reviewed the application according to the requirements of R.C.O. § 62.708 and recommended approval
subject to the following conditions:
1) Additional development permits and others which may be required,
through other agencies must be obtained prior to commencement of
development activities on this property (i.e. grading and drainage, owner
contracts, building, health department). The applicant shall provide a
detailed site plan to Olmsted County Public Health Services for review and
approval prior to development.
2) Bumper stops shall be located along the north side of all sites located
within the northerly row and along the south side of all lots located within
the southerly row.
3) Prior to development, the applicant shall:
A. Submit a detailed lighting plan, including illumination levels at the

• property lines;
B. Submit a landscape plan identifying areas of the site on which
existing vegetation will be maintained including the approximately
density, type and size of trees & shrubs to remain on-site; any new
vegetation to be planted; areas to be maintained with turf;
C. Provide a ten-foot buffer along the southerly edge of the property
using the existing vegetation;
4) The internal roadway must be signed with a roadway name sign and also
must be signed "no parking — fire lane", with signs installed in accordance
with the Public Works specifications. Signs must face both directions on
both sides of the roadway for clear notice to motorists.
5) For maintenance purposes, trees or extensive landscaping shall not be
planted within the 20-foot public utility easement.
6) The applicant shall comply with any' State and/or Federal Noise
Abatement Regulations which may apply to this development and shall
waive rights to request future government provision of any noise
abatement related to T.H. 63.
• 7) Lighting on the property shall not exceed lighting standard "C" as defined
in Section 63.213 of the Rochester Zoning Ordinance and Land
Development Manual (LDM).
8) The 10-foot natural buffer located on the existing southerly portion of the
RV Park shall not be disturbed except for the location of the roadway;
and,
WHEREAS, the Common Council held a public hearing on the Restricted Development
Conditional Use Permit request on February 7, 2005, and permitted all interested persons to be
heard and to give testimony concerning the request; and,
WHEREAS, at the February 7th public hearin the Planning staff indicated that the
applicant had submitted a revised plan on February Is and, as a result, there was no longer a
need for conditions #3 and #7; and,
WHEREAS, based upon the February 7t" public hearing, the Common Council adopts the
above-stated findings and fact and determines that the applicant satisfied the conditions Section
62.708 by a preponderance of the evidence submitted at the public hearing.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
*Rochester that the request of Galen and Patricia Youngkrantz for an amendment to Restricted
Development Conditional Use Permit #00-13 to allow for the expansion of the Autumn Woods
RV Park is granted subject to the above six conditions (1, 2, 4, 5, 6, and 8).
