RESOLUTION
• WHEREAS, the State Local Gov
ernment Aid (LGA) program has provided state fund
to address tax base and property tax inequities in Minnesota; and ing
WHEREAS, the amount of City of Rochester LGA that is used to su o the City
operating budget has declined from $11.7 million in 2003 to $6.3 million for 2005pand
WHEREAS, the City of Rochester LGA is estimated to further decline to $5.3 million in
2006 if there are no changes in the LGA program; and
WHEREAS, there is a growing property tax disparity among Minnesota communities
that has occurred since 2003; and
WHEREAS, the One Minnesota Act HF 2059 and SF 1914 would address the decline in
LGA for the City of Rochester and the property tax disparities statewide; and
WHEREAS, the City of Rochester LGA is estimated to increase by $2.0 million above
the 2005 level under HF 2059 and SF 1914; and
WHEREAS, this increase would slow the decline in LGA for the City of Rochester and
would help address the large reduction that occurred in Rochester LGA; and
WHEREAS, HF 2059 and SF 1914 would be of significant benefit to the operating
eidget of the City, and to the taxpayers and citizens
of Rochester.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Rochester that the City expresses it support for the passage of HF 2059 and SF 1914 to
provide more fair and equitable funding for the State LGA program.
