RESOLUTION
WHEREAS, in 1982, the City of Rochester has established a Partner City relationship
with the City of Moosburg in Germany in a "spirit of friendliness, tolerance and understanding"
and in an effort to "work together to strengthen the bonds of brotherhood and sisterhood that
exists among all peoples of the earth;" and,
WHEREAS, there is a strong public purpose involved in the Partner City relationship
between the City of Rochester and the City of Moosburg through the promotion of peace and
understanding, and by encouraging trade, commerce, education and social interactions between
the people of the two cities; and,
WHEREAS, from September 15, 2005, through September 25, 2005, Mayor Ardell Brede
led a tour of-the City of Moosburg and surrounding areas; and,
WHEREAS, during his trip to Moosburg, Mayor Brede engaged in official actions on
behalf of the City of Rochester and represented the interests of the citizens of Rochester; and,
WHEREAS, as Mayor Brede's trip to Moosburg occurred as part of his official duties as
Mayor of the City of Rochester, it is entirely proper, legal and appropriate that the City pay for the
Mayor's expenses incurred similar to those expenses paid for any city official's trip while on
official city business; and,
WHEREAS, the travel agency sponsoring the tour of the City of Moosburg has
reimbursed Mayor Brede for his expenses incurred while on his trip to the City of Moosburg as
Mayor of the City of Rochester; and,
WHEREAS, the City of Rochester Common Council wishes to clearly state the nature of
the Mayor's trip to Moosburg and the trip expense reimbursement.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Rochester, Minnesota, that:
1. Mayor Ardell Brede's trip to Moosburg, Germany was an official trip on behalf of
the City of Rochester and did occur within the scope of the Mayor's official duties
as Mayor of the City of Rochester. It is well within the interests of the citizens of
Rochester that the City of Rochester engage in economic, commercial and social
interactions with its Partner City in Germany. These activities encourage
development and investment in the City of Rochester and enhance the City as a
desired place to live, work and visit. Mayor Brede's trip to Moosburg occurred in
furtherance of these public interest goals and purposes;

• 2. Mayor Ardell Brede is entitled to City reimbursement for his trip expenses as would
any city official who incurs personal expenses while engaged in official city
business;
3. The reimbursement of the Mayor's trip expenses by the travel agency involved
should be viewed, and is hereby accepted by the Council, as a donation to the City
of Rochester, made pursuant to Minnesota Statutes, Section 465.03, for use in
paying the Mayor's trip expenses to Moosburg, Germany; and
4. Rather than have the travel agency issue a check to the City as a donation of
money for the Mayor's trip expenses and then have the City issue a check to the
Mayor for expense reimbursement, it is much more practical, effective and efficient
(and is in the public's best interests) to accomplish the same goals and objectives
by simply having the travel agency reimburse the Mayor directly and having the
Council adopt this resolution setting forth the facts surrounding the reimbursement
of expenses.
BE IT FURTHER RESOLVED that the City Clerk is directed to send a copy of this
Resolution to the Mayor, the travel agency involved and the City of Rochester Finance Director.
