RESOLUTION
WHEREAS, the 2005 Minnesota Legislature created the Rochester Higher Education
Development Committee (RHEDC) to recommend how best to meet the unique opportunities
southeastern Minnesota offers our state; and,
WHEREAS, in January, 2006, the RHEDC issued its report to Governor Tim Pawlenty
and the Minnesota Legislature recommending the University of Minnesota Rochester
implement baccalaureate and graduate programs in areas of high demand and deliver
instruction through innovative use of technology and partnerships with the University of
Minnesota campuses and southeast Minnesota partners; and,
WHEREAS, additional facilities will be needed to accommodate these new programs
and the increase in students; and,
WHEREAS, on October 4, 2005, voters in the City of Rochester approved a
referendum to authorize the collection of sales tax revenues including a total of $8 million in
capital improvements for higher education facilities by an overwhelming margin of 72 percent;

WHEREAS, on June 23, 1998, voters in the City of Rochester approved a referendum
to authorize the-collection of sales tax revenues including a total of $20 million in capital
improvements at the University Center Rochester; and,
WHEREAS, students and citizens of Rochester and the surrounding area have thus far
benefited from the $16.7 million allocated for projects at the University Center Rochester; and,
WHEREAS, there is a total of $11.3 million in sales tax capital improvements
authorization remaining to be allocated by the City for higher education facilities.
NOW, THEREFORE, BE IT RESOLVED by the City of Rochester Common Council that it
accept the January, 2006, Rochester Higher Education Development Committee Report to
Governor Tim Pawlenty and the Minnesota Legislature as well as the Report's
recommendations.
BE IT FURTHER RESOLVED that the City authorize the remaining $11.3 million in sales
tax funding for higher education facilities for use by the University of Minnesota as non-state
funds to match state appropriations for qualifying capital expenditures to implement the
recommendations of the Rochester Higher Education Development Committee Report to
Governor Tim Pawlenty and the Minnesota Legislature subject to the City Council's review and
approval of the specific amount of sales tax funding to be provided for each project proposed
Go be funded with such funding by the University of Minnesota.
