HomeMy WebLinkAboutResolution No. 455-06 • RESOLUTION WHEREAS, the City has approved and is now constructing the new location for Cascade Creek in preparation for the completion of the new Cascade Lake and Park in the coming years; and, WHEREAS, the Public Works Department concluded there was a potential to create wetlands beyond the direct replacement previously approved by the Council; and, WHEREAS, the consultant, Bonestroo, Rosene, Anderlik & Associates prepared a plan that will create a total of 13.30 acres of wetlands and resulting credits (6.65 acres of new wetland credits and 6.65 acres of public value credits). The credits can be used for future city projects that require wetland impact and replacement; and, • WHEREAS, the Technical Evaluation Panel (TEP) reviewed the application and recommended.approval subject to the below described conditions; and, WHEREAS, this matter came before the City of Rochester Common Council on September 6, 2006, for a final decision on the wetland bank plan. The Council considered all information presented to it including that information found within the Council Agenda packet. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester that the City approve and adopt the Cascade Lake Wetland Bank Plan prepared by the City of Rochester Public Works Department. BE IT FURTHER RESOLVED that this approval is subject to the following conditions: 1. There must be one monitoring visit per year with the Technical Evaluation Panel and applicant representative, and submittal of an annual report; 2. The report must consist of multiple monitoring visits during the growing seasons and must address hydrology, plant establishment and stream bank stability; 3. The City's representative must include in the annual monitoring report all information and performance standards included in the memo dated July 28, 2006; and, • 4. The City's representative must submit as-built survey information to the Technical Evaluation Panel, and the TEP and City's representative must meet on-site to review the project as proposed and the as-built surveys in the fall of 2006 or the spring of 2007. �--�- - ------ • approve this Ian subject to The Mayor and the City Clerk are authorized and directed to appro p the above conditions, on behalf of the City.
