HomeMy WebLinkAboutResolution No. 566-06 RESOLUTION WHEREAS, the rare occurrence of calcareous fens and the unique character of their plant and animal communities has led to state law that classifies them as an Outstanding Resource Value Water that must receive special protection under the Wetland Conservation Act and the City's MS4 storm water permit; and, WHEREAS, current information regarding the location of protected wetlands known as calcareous fens can contribute to costly delays in the development process; and, WHEREAS, cost-effective and timely methods are needed to predict the locations of calcareous fens and significant groundwater discharge sites in rapidly urbanizing areas to prevent unwitting development design decisions that could negatively impact both the development and the protected natural resources; and, WHEREAS, cost-effective techniques are needed for effective long-term management of these valuable natural resources; and, WHEREAS, the Legislative Citizens Commission on Minnesota Resources is accepting •grant applications for their 2007 funding cycle for qualified natural resource projects that do not require an in-kind or monetary matching contribution; and, WHEREAS, the objectives of the project are to confirm the predictive value of the preliminary fen potential map to locate calcareous fens and significant groundwater recharge areas and to develop and evaluate long-term fen management techniques; and, WHEREAS, this project will require the willing collaboration of the City of Rochester, various natural resource agencies and private landowners; and, WHEREAS, the participating local units of government must provide a resolution of support for inclusion in the grant application.
