RESOLUTION
WHEREAS, it is a condition of the Minnesota Public Facilities Authority grant for the
Silver Lake Shoreline Buffer Total Maximum Daily Load Project that a public hearing be held to
discuss the proposed project; and
WHEREAS, MN Rules 7077.0277, Subp.4, require that information be presented on the
various treatment alternatives considered, the reasons for choosing the selected alternative
and the location of the proposed project site; and,
WHEREAS, the proposed project will involve the installation of a native vegetation
buffer along the shoreline in Silver Lake Park to reduce fecal coliform bacteria loading to the
lake;
WHEREAS, a Storm Water Project Plan' (SWPP) has been prepared, in accordance
with MN Rules 7707.0277, that describes the project and presents pollutant reduction
estimates; and,
WHEREAS, copies of the SWPP were made available for public review on March 29,
2007, at the Rochester Public Library (101 Second Street S.E.,), the Rochester Public Works
• Department (201 Fourth Street S.E., Room 108) and on the project web site; and,
WHEREAS, public testimony on the SWPP and the buffer project were solicited at the
April 16, 2007, meeting of the Common Council of the City of Rochester so that public input
regarding the project could be considered in its final design and implementation.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Rochester that the City does hereby adopt the Storm Water Project Plan as required in MN
Rules 7707.0277, Subp. 4.
