RESOLUTION
WHEREAS, the City of Rochester has proposed the filling of 11,465 square feet (0.27
acres) of Type 1 and 2 wetlands in the floodplain of Cascade Creek as part of its construction of
a pedestrian bridge over Highway 14. The wetland replacement will be at the city-owned EP-16
on the east side of East Circle Drive. This replacement will be an in-kind replacement. The total
replacement will be 22,930 square feet (0.53 acres); and,
WHEREAS, the Technical Evaluation Panel (TEP) reviewed the application and
recommended approval subject to the below described conditions; and,
WHEREAS, this matter came before the City of Rochester Common Council on October
15, 2007, for a final decision on the replacement plan. The Council gave all interested parties an
opportunity to be heard on this matter and considered all information presented to it including
• that information found within the Council Agenda packet.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Rochester that the City approve the Wetland Delineation and Replacement Plan presented by
the City of Rochester for the construction of a pedestrian bridge over Highway 14.
The Mayor and the City Clerk are authorized and directed to approve this plan on behalf
of the City.
