• RESOLUTION ESTABLISHING
CITY EMPLOYEE RECOGNITION FUNDING
WHEREAS, the City of Rochester is an organization that provides services to the
citizens of the City through its employees; and
WHEREAS, the local economy is extremely competitive for qualified staff and
unemployment is extremely low; and
WHEREAS, national experts and the Rochester Olmsted Consolidated Planning
Department concur that the pool of available workers is aging and that there are an insufficient
number of local births to provide the needed labor for the area; and
WHEREAS, providing a satisfying workplace and encouraging environment may help
retain current employees and attract future employees; and
WHEREAS, the mission of the City to provide quality services cannot be accomplished
without retaining qualified, well trained and motivated employees; and
WHEREAS, the City of Rochester Department Heads recommend to the City Council
that appropriate employee recognition activities will aid the City in retaining its valuable
employees; and
• WHEREAS, Minnesota Statutes, Section 15.46, states that a home rule charter city may
establish and operate a program of employee recognition services for its employees and may
expend public funds to achieve the objectives of the program; and,
WHEREAS, the City of Rochester Common Council wishes to implement the authority
granted to it by Minnesota Statutes, Section 15.46; and
WHEREAS, it is in the City's best interests and constitutes a prudent use of public funds
for the City to take the action provided for in this resolution.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Rochester that the City take the following action:
1. Establish a budget in the Human Resources Department for the purpose
of funding an annual departmental employee recognition budget for each
Department of the City for the year of 2008 and each year thereafter in the
amount of $20 per full time and part time budgeted employee to allow
Department Heads to recognize and encourage employees as a means of
retaining them in City employment. Funds in the amount of $16,800 will
be encumbered from the 2007 Human Resources budget to fund the
program in 2008 and future funding will be part of the annual Human
Resources budget process. The budget shall be used in a manner
. consistent with the City Administrator's instructions, but also in a creative
manner similar to the private sector with which the City competes for
employees;
2. Establish a budget in the Human Resources Department for the purpose
• of funding refreshments and necessary supplies for retiree recognition
events and employee separation recognition events for employees with
over 15 years of service with the City. The maximum amount for each
retiring or separating employee is $100. Current and future funding will be
part of the annual Human Resources budget process;
3. Establish a budget in the Human Resources Department for the purpose
of funding retirement or separation gifts; and,
4. Establish a budget in the Human Resources Department for the purpose
of funding the costs of refreshments and necessary supplies for the
Mayor's quarterly all-employee recognition events.
