RESOLUTION WHEREAS, the Department of Natural Resources (DNR) administers the Environmental Conservation Partnerships (ECP) Grant Program, which provides small grant awards for habitat enhancement projects; and WHEREAS, the application deadline for ECP grants is March 31, 2008; and, WHEREAS, the City of Rochester is charged with reducing fecal coliform bacteria loading to meet the urban storm water Waste Load Allocation in the SE MN Regional Fecal Coliform Bacteria Total Maximum Daily Load Report; WHEREAS, the Jean and Carl Frank Canine Exercise Area South, within Bear Creek Park, has the potential for above average fecal coliform bacteria loading due to the nature of the park use and its location adjacent to Willow Creek, making it a good candidate site for a 500 ft. by 30 ft. native shoreline buffer to help filter fecal coliform bacteria from storm water run-off; and, WHEREAS, the project budget of $16,000 consists of $13,550 cash outlay for buffer materials, installation, and maintenance and $2,450 for staff in-kind project management costs; • and, WHEREAS, the DNR ECP Grant Program requires a 50% match, resulting in a grant request of$ 8,000. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester that the City does hereby authorizes staff to submit a DNR ECP grant application for the Bear Creek Park/Willow Creek Shoreline Revegetation Project. BE IT FURTHER RESOLVED that staff time and storm water utility fees may be expended in 2009 to support this project as a Capital Improvement Project (map item #4). • / J PASSED AND ADOPTED BY THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINNESOTA, THIS 17-*4 DAY OF 2008.
