The standard workweek shall be comprised of five (5) eight (8) hour days worked consecutively with a seven (7) day period, and all hours worked in excess of forty (40) hours per week shall be referred to as "overtime". 2. The standard workday shall be comprised of eight (8) hours divided into two (2) approximately equal periods. The equal periods shall be separated by a period of time for a meal. The standard workday shall constitute a single period of duty for each employee. 3. The standard workday in which the City will provide its services will be from 8 a.m. to 5 p.m. This will vary in those departments which must provide services or be subject to call twenty-four hours each day. 4. Provided however, in lieu of the foregoing, any department, with the approval of the appropriate Appointing Authority, may establish a standard workweek consisting of forty (40) hours and composed of a combination of hours and days other than stated in the preceding paragraphs. • 5. Uniformed Fire personnel operating under a three-platoon system shall be assigned a standard workday comprised of twenty-four consecutive hours on, twenty-four hours off, twenty-four hours on, twenty-four hours off, twenty-four hours on, ninety-six hours off. Then repeat. B. Hours for Commencement of Work 1. The starting time for commencement of work shall be established and may be modified in accordance with the needs of each department and division in the accomplishment of the various missions and programs. The normal starting time for conducting of City business will be 8:00 a.m. 2. The Department Head and supervisory personnel shall be responsible to see that each employee understands the correct time for regular work commencement. Employees in each department are expected to report to the designated work place and be ready to work at the time established in the department or.division for work commencement. Any employee who anticipates being late must notify the supervisor or the office secretary prior to time for commencement of work. Any employee who fails to report for duty at the established time and fails to call in beforehand will be considered tardy and may be subject to disciplinary action including suspension or termination. C. Hours for Completion of Work 1. The times for completion of the regular work shift shall be determined by the Department Head. Completion times shall be established and may be changed, • modified or temporarily changed in accordance with the needs of the various missions and program. Ordinarily termination times will occur after the completion of eight (8) hours of work (excluding time allowed for meal periods). The supervisor or other supervisory personnel may extend the completion time in order to accomplish tasks ORGANIZATIONAL POLICY needed to protect the public interest. The normal termination time for the conducting of City business will be 5:00 p.m. 2. The Department Head and supervisory personnel shall inform each employee under their supervision of the completion times in the appropriate department or division. Each employee shall have the responsibility of notifying the immediate supervisor when it may become necessary to leave the job prior to the regular completion time. Failure to notify the supervisor prior to leaving the job before the normal completion time may be considered insubordination and may be subject to disciplinary action including suspension or termination. D. Payment of Overtime 1. All overtime shall be authorized in advance by the appropriate administrative Department Head or a subordinate; if such authority has been specifically delegated to the subordinate in writing. 2. All exempt positions, such as City Administrator and his/her staff, Department Heads, Division Managers, professional and technical employees such as engineers, chemists, attorneys, and accountants are not normally eligible for overtime. When a situation or project requires an excessive or unusual amount of overtime to be scheduled over an extended period of time, the Department Head may authorize • payment of such overtime with prior approval of the City Administrator. 3. Employees eligible for overtime who are required to work in excess of the standard forty (40) hour workweek shall be compensated for all the hours worked over their normal workweek at a rate equal to one and one half (1%) times their regular hourly rate. Vacation, sick leave and holiday hours will be included in time worked when computing forty (40) hours for overtime purposes. 4. Cash payment of overtime may be made at the discretion of the Department Head. 5. The present working schedules for shift personnel performing classifications of work where service is required twenty-four(24) hours per day and for seven{7) days a week shall be maintained and shall not be subject to the provisions for overtime as stated in the previous paragraphs. 6. Non-exempt employees who are called to report to work and do report outside their regularly scheduled work hours will be paid a minimum of two (2) hours pay at the overtime rate. If an employee is released prior to the expiration of the two (2) hour call- back minimum, they may be subject to recall within the same two (2) hour period, without additional call-back compensation. E. Compensatory Time 1. Compensatory time off shall be one method of overtime payment. This shall mean that employees will receive their normal pay, with all hours in excess of forty hours per • week credited to the employee's overtime account at a rate of 1'h hours for each hour worked. This time off will then be used as time off at such time mutually agreeable to the employee and supervisor, or during periods of shortage of work. ORGANIZATIONAL POLICY 2. It is intended the above procedure will permit the City to provide each regular employee with a full paycheck on a year around basis and to avoid interruptions in insurance and other benefits that would result from unpaid layoffs in departments with seasonal work requirements. 3. Compensatory time shall be used up as time off as soon as it is practical. Not more than eighty (80) hours of compensatory time shall be carried over from one calendar year to the next for any employee without approval from the Common Council. F. Assignment of Overtime 1. Whenever practical, overtime should be equitably distributed among all employees within a division or department who are working in the classification requiring overtime. 2. Overtime records shall be maintained on all employees by classification in each division or department and the employee with the least amount of overtime should have first refusal of voluntary overtime. Those employees who refuse voluntary overtime will have their overtime assignment record credited as though they had worked and the employee with the next lowest overtime assignment record will be asked. If all employees refuse to work the voluntary overtime, then the overtime may be assigned to the employee with the least amount of overtime. and it will be mandatory that this employee work the assigned overtime. 3. A qualified employee in a job classification other than the job classification where the overtime is required may be allowed to work the overtime provided all employees in the classification where the overtime is required have been offered and have refused to work the overtime. G. Computing Hourly Pay Rates 1. For the purpose of converting annual pay rates into hourly rates, the annual rate shall be divided by 2080 hours. The resulting hourly rates shall be used in figuring overtime, pay deductions for lost time and for pay rates for hourly, seasonal or less than full-time employees. When a monthly employee works less than one-half ('/2) of a pay period, (there are two (2) pay periods in a month) earnings should be figurod at the above hourly rate for time worked. Where such time worked is more than one-half ('/2) of a pay period, the semi-monthly rate shall be paid, less the hours not worked at the above hourly rate. 2. Hourly paid employees whose hourly rate is determined from a yearly salary in accordance with the above formula, the 90% and 95% ratios, depending on length of service, shall apply the same as for salaried employees. However, where specific hourly rates have been established, 100% of these rates shall be paid.
