RESOLUTION
Adopting a Resolution to Repeal and Replace the Establishing Resolution No.
130-22 for the Outside Agency Oversight Committee.
WHEREAS, on January 17, 2018, the Common Council adopted Resolution No. 036-18
establishing a Rochester Outside Agency Oversight Committee (“Committee”). The
Committee consists of three councilmembers as appointed by the Council. The Committee
shall appoint a Chair and Vice Chair; and
WHEREAS, on May 17, 2021, the Common Council adopted Resolution No. 104-21,
granting the Committee approval to implement a Community Funding Program, requiring
outside agencies to engage in an application process through the committee to receive
program and/or facility funds; and
WHEREAS, on June 6, 2022, the Common Council adopted Resolution No. 130-22
reinstituting the parameters of the Original Establishing Resolution and removing the
Community Funding application process; and
WHEREAS, on May 8, 2023, the Committee unanimously approved recommending the
Common Council to require all outside agencies submit their most recently board-approved
quarterly financials for review by the Finance Department, Administration and the
Committee prior to releasing the quarterly allocation of funds to each outside agency.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester
that the Council hereby adopts the following establishment clauses for the Outside Agency
Oversight Committee:
1. The Committee’s purpose is to assist the Common Council in providing financial
oversight of Outside Agencies.
2. The Committee will review each outside agency’s most recently board-approved
financials on a quarterly basis, and approve the release of funds to each outside
agency each quarter prior to disbursement.
3. The Committee will review all matters necessary to understand the long-term
sustainability of the outside agencies receiving funds from the City of Rochester.
4. The Committee will make recommendations to the Common Council on those
matters and issues as the Committee sees fit as they relate to the level of City
Funding and use of City-owned facilities.
BE IT FURTHER RESOLVED that the Committee has no authority to make final decisions
on any matter and only acts in an advisory capacity to the Common Council and all other
City Officials.
BE IT FURTHER RESOLVED that the Committee may adopt its own rules to govern its
meetings and procedures. The rules must be consistent with the City’s Home Rule Charter
and the Rochester Code of Ordinances.
BE IT FURTHER RESOLVED by the Common Council of the City of Rochester that due to
the importance of the services provided by each outside agency and the City’s annual
resource investment in each outside agency, all meeting agenda packets and material
received by the Committee will be provided to the entire Common Council and Mayor.
