RESOLUTION
WHEREAS, Ordinance No. 1466 of the City of Rochester requires an annual review of
the urban and rural service districts established within the City of Rochester; and,
WHEREAS, undeveloped land annexed into the City since the last update to the list of
urban and rural service districts should now be appropriately considered for transfer into the rural
service district; and,
0 WHEREAS, tracts of land which have been platted in the last year should be removed
from the rural service district and added to the urban service district; and,
WHEREAS, tracts of land exist which are less than five acres and do not qualify for
inclusion in the rural service district; and,
WHEREAS, tracts of land which are owned by the public or other tax exempt entities and
therefore should be removed from the rural'service districts.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Rochester, that the Council finds that the property described on the attached exhibit as "List A"
includes tracts of undeveloped lands annexed into the City since the last update to the Rural
Service District list (July 1, 2002) and should therefore be added to the Rural Service District.
BE IT FURTHER RESOLVED that the property described on the attached exhibits as
"List B" and "List C" include: (1) those tracts of land which, because of their size (less than five
acres), do not qualify for inclusion in the Rural Service District; (2) those tracts of land that no
longer exist due to subdivision; and (3) those tracts of land that are owned by the public or other
tax-exempt entities. As such, these tracts of land should be removed from the Rural Service
District and transferred to the Urban Service District.
• BE IT FURTHER RESOLVED that the property described on the attached exhibit as "List
C" includes those tracts of land, which are owned by the public or other tax-exempt entities.
These lands should be removed from the Rural Service District because they pay no property
taxes.
