RESOLUTION
WHEREAS, Governor Pawlenty has submitted a $226 million Conservation Reserve
Enhancement Program (CREP) application to the U. S. Farm Service Agency to restore
100,000 acres of environmentally sensitive land in Minnesota; and
WHEREAS, 42,500 acres of the Upper Mississippi Watershed in SE Minnesota has
been specifically designated as a target area for CREP work due to the need for water quality
protection and restoration; and
WHEREAS, under the CREP proposal, every state dollar bonded through the Reinvest
in Minnesota (RIM) Program will be matched by four federal dollars through the Conservation
Reserve Program, providing excellent leverage of bonded state funds; and
WHEREAS, CREP is a voluntary program that allows landowners to implement water
quality protection practices in areas that provide for the greatest environmental benefit while
compensating the landowner for land taken out of production; while leaving all but a small
fraction of current cropland available for working farms; and
WHEREAS, promotion of CREP in the Zumbro River Watershed will complement and
enhance storm water management efforts completed by the City of Rochester to reverse the
impaired status of the Zumbro River; and
WHEREAS, CREP could be used to facilitate wetland restoration in Rochester's urban
growth areas to begin building a green storm water management infrastructure in those areas.
NOW, THEREFORE, BE IT RESOLVED by the City of Rochester Common Council that
the City of Rochester supports Minnesota's CREP application to the United States Department
of Agriculture.

BE IT FURTHER RESOLVED that the City of Rochester supports state and federal
4!!gislation that will fund the Reinvest In Minnesota Program and the Conservation Reserve
Program.
