HomeMy WebLinkAboutResolution No. 629-03 777771 0 i RESOLUTION • WHEREAS, Olmsted County State Aid Highway 22, 55th St Northwest between Trunk Highway 52 and Trunk Highway 63, and Trunk Highway 63 from 37th St Northwest to 48th St Northeast compose an important regional limited access roadway known as "Circle Drive", and WHEREAS, the function of Circle Drive is to serve as a principal arterial that is important to supporting the economic interests of the community and is intended to provide a high level of mobility in terms of travel speed and limited delay for through traffic portion of interregional and intra-regional trips; and WHEREAS, it is in the public interest to manage Circle Drive such that a high level of performance can be maintained over the long term as expected urban area expansion contributes to the continued growth of traffic on Circle Drive, only intensifying its importance as a major principal arterial in the roadway system of the Rochester area; and WHEREAS, the ROCOG Long Range Thoroughfare Plan designates Circle Drive as,an Expressway, a facility to be designed with infrequent at-grade intersections and no direct private access, managed to minimize traffic conflicts and provide a high level of traffic mobility; and WHEREAS, to achieve the desired level of traffic mobility and safety on Circle Drive it is necessary to plan for and implement policies related to the spacing of traffic signals, the design of median openings, the need for a supporting local road system that enhances the unction of the expressway, and design improvements that will maximize the capacity of the roadway; and WHEREAS, the Rochester— Olmsted Council of Governments, in its role as the recognized Metropolitan Planning Organization, commissioned a Technical Study of existing and projected operations of the Circle Drive corridor and technical analysis suggests high levels of future congestion if restrictive traffic management policies and targeted capital improvements are not made to maintain the function of Circle Drive as an expressway, and WHEREAS, a public hearing was held by the Rochester Common Council on December 1, 2003 for the purposes of taking public input on the proposed Circle Drive Traffic and Access Management Policy Guide. NOW, THEREFORE, BE IT RESOLVED, the Rochester Common Council adopts that Circle Drive Traffic and Access Management Policy Guide as part of the Comprehensive Plan of the City of Rochester to serve as a guide for decisions on access, traffic management and capital improvements on the Circle Drive corridor. • PASSED AND ADOPTED BY THE COMMON COUNCIL OF THE CITY OF • ROCHESTER, MINNESOTA, THIS /57- DAY OF T '��� - 2003.
