HomeMy WebLinkAboutResolution No. 153-23 - Resolution - Intergovernmental Agreement with Olmsted County for Sidewalk Improvement District (SID) Contribution Rate RESOLUTION Approving Intergovernmental Agreement with Olmsted County Related to Fees for Collection of Sidewalk Improvement District Fees. WHEREAS, The Olmsted County Auditor is responsible to collect special assessments for cities and townships and distribute collections to property taxing authorities; and WHEREAS, The City of Rochester has decided to organize its Annual Sidewalk Program using Sidewalk Improvement Districts, following Minnesota Statute 435.44 and this approach will involve billing fees to eligible parcels as a Special Assessment on Olmsted County property tax statements; and WHEREAS, The County has determined billing arrangements can be accommodated and efficiencies can be achieved with the volume of parcels that will be assessed each year; and WHEREAS, The City and County desire to formalize the responsibilities and financial arrangements associated with certification and collection of annual Sidewalk Improvement District assessments through an Intergovernmental Agreement.; and WHEREAS, The Olmsted County Board of Commissioners agreed to enter into a 5-year term Intergovernmental Agreement on March 21, 2023. NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Rochester, MN does hereby agree to enter into a 5-year term Intergovernmental Agreement with Olmsted County.
