HomeMy WebLinkAboutOrdinance No. 4525 - Ordinance Chapt. 2-19 Transit & Parking Dept ORDINANCE NO. ____ AN ORDINANCE CREATING AND ENACTING CHAPTER 2-19 OF TITLE 2 OF THE ROCHESTER CODE OF ORDINANCES RELATING TO THE ESTABLISHMENT OF TRANSIT AND PARKING DEPARTMENT. THE COMMON COUNCIL OF THE CITY OF ROCHESTER DO ORDAIN: Section 1. Chapter 2-19 of the Rochester Code of Ordinances is hereby created and enacted to read as follows: 2-19. TRANSIT & PARKING DEPARTMENT Sec. 2-19-1. Created. There is hereby created a department of city government to be known as the transit and parking department. The department shall be under the supervision of the transit and parking director and shall be composed of such other personnel as the council may from time to time provide. Sec. 2-19-2. General functions. The transit and parking department shall have the following functions and duties: (1) Operate public transportation services including but not limited to bus rapid transit, fixed route, paratransit, and micro transit. (2) Operate public parking ramps and lots. (3) Conduct transit development plans, and based thereon, develop transit services and schedules. (4) Conduct parking rate studies, and based thereon, develop parking policies and programs. (5) Keep all transit and parking facilities free from snow, ice and debris. (6) Build and maintain all transit and parking facilities. (7) Purchase and maintain transit vehicles. (8) Conduct studies from time to time and perform such other duties and functions as the council may provide. Sec. 2-19-3. Director. The transit and parking director shall be the administrative head of the transit and parking department. The director shall be appointed by the deputy city administrator for development services and infrastructure. The duties and responsibilities of the director under the direction of the deputy city administrator shall be as follows: (1) Organize the transit and parking department and command, coordinate and control all the assigned functions and duties of the department. (2) Be the chief fiscal planner for the department. (3) Undertake long-range planning and programming of public transit and parking services. (4) Carry out such other duties and functions as the council may from time to time provide. Section 2. This ordinance shall be effective as of the date of its publication.
