RESOLUTION
Approving Major Land Subdivision No. CD2043-000PLAT, To Be Known As Cassidy
Farms First, A Project Consisting Of 53 Residential Lots On 33.09 Acres, Located
At The Terminus of Stonehedge Dr NE, 500 Feet Northeast Of The Intersection Of
Stonehedge Drive NE and Jasper Place NE.
WHEREAS, Meier Companies has requested from the City of Rochester Major Land
Subdivision approval to be known as Cassidy Farms First.
WHEREAS, the Major Land Subdivision proposes 53 residential lots on 33.09 acres of
land located at the terminus of Stonehedge Dr NE, 500 feet northeast of the intersection
of Stonehedge Drive NE and Jasper Place NE.
WHEREAS, the Council adopts the Planning Commission findings as described attached
to the Community Development City Council memo dated April 10, 2024, and finds the
proposal meets the criteria in R.C.O § 60.500.040 (subd. G) Major Land Subdivision
Permit.
WHEREAS, on April 10, 2024, the City of Rochester Planning Commission reviewed the
application and recommended approval, subject to six conditions.
WHEREAS, on May 6, 2024, the City of Rochester Common Council opened a public
hearing, adopted the findings of fact, and approved the application subject to six
conditions.
NOW, THEREFORE IT BE RESOLVED by the Common Council of the City of Rochester
that, based upon the above-stated findings of fact, the Applicant has shown by a
preponderance of the evidence submitted at the public hearing that it has satisfied the above
criteria subject to the imposition of the below-stated six conditions of approval.
BE IT FURTHER RESOLVED, that the City approve Major Land Subdivision No.
CD2024-002PLAT requested by Meier Companies, subject to the conditions of approval
shown below:
CONDITIONS
1. Prior to the submittal of a Final Plat, Civil Improvement Plans and Stormwater
Management Plan shall be submitted and approved by Public Works.
2. Prior to the submittal of a Final Plat, the Owner should request City preparation of
a Development Agreement for Owner’s execution to memorialize terms and
obligations specific to development of this Property as described in the Public
Works Memo dated 03/28/2024.
3. Prior to the submittal of a Final Plat, a 20’ Water Main Utility Easement (WMUE)
shall be designated between Lots 8 & 9, Block 1.
4. Prior to recordation of the Final Plat, the applicant shall meet their parkland
dedication requirement via cash in lieu of land.
5. Temporary turnaround shall be constructed per Fire Code, and Rochester
Standard Detail Plate 3-05. If turnaround is permitted Outlot A, a planned publicly
owned outlot, financial obligation for future removal and restoration shall be
addressed in the Development Agreement.
6. The establishment of an Intermediate Level Water System will be required for the
development. The development will be obligated for the installation a pressure
reducing valve (PRV) manhole at the appropriate location on Stonehedge Dr NE.,
which will be installed by Rochester Public Utilities.
