The original goals were approved by Rochester City Council June 1, 2015 as required by Minnesota Statutes for Destination Medical Center projects. Increased (current) goals were approved by City Council June 15, 2020. City Council adopted the phased-in implementation plan for City of Rochester CIP projects on November 23, 2020. This year projects valued at $3 million or more and next year $1 million or more will have Prevailing Wage (PW), Targeted Business (TB) and Workforce Participation (WP) requirements. City of Rochester Prevailing Wage, Targeted Business and Workforce Participation Goals Workforce: 4% for minorities 6% for women Targeted Business: 4% of contracts Prevailing Wages, established by the Minnesota Department of Labor and Industry, are updated annually. Targeted Business goals were formulated with National Transit Institute DBE course based on US Department of Transportation 49 C.F.R. part 26. City of Rochester TB goal for Heavy Civil projects is 4%, whereas the DBE goal for federally funded projects is 10%. Our Commercial Construction and Professional Services goal is 7%. Workforce Participation goals align with Minnesota Department of Human Rights goals for Southeastern Minnesota for minorities (15%) and for women will increase by 1% each year until 9% in 2023. The updated City of Rochester Targeted Business and Workforce Participation Plan is available online. Performance results for DMC projects are published monthly. City projects performance results will be published quarterly. This report provides the first City of Rochester projects performance. *Results are cumulative April 2017 through June 2022.
