The City of Rochester Targeted
Business (TB) contracting goals on City
of Rochester and Destination Medical
Center projects are 4% for Heavy Civil
and 7% for Commercial construction.
The contracting goals apply to all DMC
projects and 2023 City Capital
Improvement Plan projects valued at
$3M or more this year. Next year
(2023), the threshold for TB contracting
on City projects drops to $1 million or
greater. The number of projects with
the TB contracting goals will increase
even more over the next few years as
the threshold decreases to $500,000 in
2024 and $175,000 in 2025. As the
threshold decreases, the opportunities
for Targeted Businesses to bid on City
projects increases.
Over the past few years we have
seen the number of locally-owned
WMBEs grow from four (4) to 12.

industry trades workers with special
