St. Paul-based Makee Company was selected to conduct the research. Over the past couple of months, their team conducted one-on-one interviews, hosted listening sessions, reviewed City of Rochester policies and procedures and researched best practices of other communities. The final report with recommendations has been received and will be presented to City Council during a study session on April 17. Downtown Energy Pember Companies has increased their Targeted Business contracts from $34,000 (<1%) on their TB Bidders List in August 2021 to $412,222 (8.8%) of their contract on Discovery Walk project.
