We appreciate everyone who
took the time to participate.
The number of companies certified as woman, minority or veteran-owned in
Rochester and the surrounding area is increasing. There are currently 23 Targeted
Group (TG), Economically Disadvantaged (ED) and Veteran-Owned (VO) small
businesses located in Rochester as certified by the Minnesota Department of
Administration State Procurement. In zip codes beginning with 559, within 60 miles of
Rochester, there are 35 certified TG/ED/VO certified small businesses. For the full

Minnesota Unified Certification Program (MNUCP) currently lists 14 Disadvantaged
Business Enterprises (DBEs) located in Rochester and 24 DBEs in zip codes starting
with 559. Visit the DBE System Directory (state.mn.us) for a ful listing.
The number of TG/ED/VO Rochester-based certified women and minority-owned
companies has grown from 10 to 23 over the past four years (2019-2023). The number
of MNUCP certified DBEs has increased by ten, from 4 to 14, in just four years.
The City of Rochester and Destination Medical Center have funded Targeted
Business capacity-building strategies over the past four years. Instead of simply
monitoring and controlling the Targeted Business contracting, City Project Manager
Jorrie Johnson developes capacity-building strategies. These strategies include
workshops for women and people of color to learn more about the local and state
resources available to grow and scale their businesses. Johnson comments, “Capacity
building is more than increasing the number of locally-owned DBEs. It’s also about
helping entrepreneurs learn about bidding and bonding and being supportive of their
passion to own and operate a business.”
