City teammates are updating Targeted Business language for PT services RFPs: "proposal" replaces "bid" and reporting requirements. In accordance with 49 CFR section 26.45, the City of Rochester and Rochester Public Transit are in the process of establishing an overall Disadvantaged Business Enterprise (DBE) goal for transit projects. Michael Valverde, Transit Grants Specialist for the City of Rochester, is coordinating the goal setting process for Rochester Public Transit. The process consists of creating a baseline figure for the relative availability of DBE’s in Minnesota and then adjusting that figure. Proposed Goal The City of Rochester Public Transit proposed overall DBE goal for FY 2022-2024: 7%. Methodology Step 1. To identify future potential DBE opportunities by North American Industry Classifications (NAICS), the City of Rochester’s DBE Officer reviewed its upcoming expenses costs for its transit program and isolated major expenses that could offer DBE contracting opportunities over the next 3 years. For more information about the process and meeting, contact Michael Valverde at mvalverde@rochestermn.gov or (507) 328-2479. The Minnesota Unified Certification Program directory was consulted to determine how many Minnesota based DBE’s were ready, willing and able to perform the scopes of work (see above). According to the directory, there are 208 firms listed that sell/provide the types of service the City of Rochester Pubic Transit department is likely to use for FY 2022-2024. The US Census Bureau’s 2021 County Business Pattern (CBP) database was then consulted to determine the total number of all Minnesota business in each expense category. The DBE percent of each scope of work was then weighted by the percent of the budget for that scope of work. All DBE goals for each NAICS were combined to get a weighted DBE goal of 7%. The next step involves adjusting the base figure calculated in Step 1. Rochester International Airport and City of Rochester goal-setting methods and goals are being taken into consideration.
