Center funded projects. He managed
the Chateau Theatre Restroom
Renovation project in 2023 that
yielded 13.8% ($52K) in TB and Small
Business Enterprise contracts.

equity-conscience. The construction
management services portion of the
LINK project has 19.2% ($1,380,600)

the DBE goal-setting process and
strategic planning to meet DBE goals
for the construction phase of the LINK
Rapid Transit project.
What motivates DeFrang to ensure
projects provide equitable
opportunities? He shares, “It
motivates me to make it important
because many people say it’s too
hard, or too much work.” Earlier in his
career, DeFrang worked for a certified
disadvantaged business and he
learned first-hand the challenges and
commitment of small businesses.
