RESOLUTION
Approving Major Land Subdivision No. CD2024-007PLAT, To Be Known As
Rochester West Transit Village, A Project Consisting Of Two Developable Lots
And Three Outlots On 16 Acres Of Land, Located At 2095 Country Club Rd W.
WHEREAS, Mayo Clinic has requested from the City of Rochester approval of a Major
Land Subdivision to be known as Rochester West Transit Village.
WHEREAS, the Major Land Subdivision proposes two developable lots and three outlots
on 16 acres of land located at 2095 Country Club Rd W.
WHEREAS, the Council adopts the Planning Commission findings as described in the
attached Community Development memo dated June 12, 2024, and finds the proposal
meets the criteria in R.C.O § 60.500.040 (subd. G) Major Land Subdivision Permit.
WHEREAS, on June 12, 2024, the City of Rochester Planning Commission reviewed the
application and recommended approval subject to six conditions.
WHEREAS, on July 15, 2024, the City of Rochester Common Council held a public
hearing to consider this application and adopted the findings of fact and approved the
application subject to seven conditions.
NOW, THEREFORE IT BE RESOLVED by the Common Council of the City of Rochester
that, based upon the above-stated findings of fact, the Applicant has shown by a
preponderance of the evidence submitted at the public hearing that it has satisfied the above
criteria subject to the imposition of the below-stated six conditions of approval.
BE IT FURTHER RESOLVED, that the City approve Major Land Subdivision No.
CD2024-007PLAT requested by Mayo Clinic, subject to the conditions of approval shown
below.
CONDITIONS
1. Prior to the submittal of the Final Plat, a Stormwater Management Plan shall be
approved.
2. Prior to the submittal of the Final Plat, RPU Water comments in the memo dated
May 3, 2024, shall be addressed.
3. Prior to the submittal of the Final Plat, Rochester Fire Department comments in
the memo dated May 6, 2024, shall be addressed.
4. Prior to the submittal of the Final Plat, the applicant shall pay applicable Final Plat
GIS Impact and E911 Addressing fees.
5. Prior to the submittal of the Final Plat, a Development Agreement shall be
executed to the satisfaction of Rochester Public Works.
6. Prior to the recordation of the Final Plat, the applicant shall meet their boulevard
tree obligation.
7. Prior to the recordation of the Final Plat, the applicant shall meet their parkland
dedication obligation
